[w3c/payment-handler] Rename canMakePayment* hasEnrolledInstrument (#332)

During discussion about issue #330, we reached a separate consensus to rename the canMakePayment things in this spec to be hasEnrolledInstrument. We closed #330 but let's use this issue as a hook for the name change.
