Re: [w3c/payment-method-basic-card] Support for fine-grained request for billing information (#72)

Tracking several threads related to this:

 * Enhancing requestBillingAddress to allow for an array
    https://github.com/w3c/payment-request/issues/842#issuecomment-469536532

 * Passing that array to the payment handler
    https://github.com/w3c/payment-handler/issues/337#issuecomment-486423922

 * At which point we would modify the "Steps for when a user changes payment method " so that
   the payment handler only includes billing address information that is requested AND that is not
   in the redactList.
