[w3c/payment-request] Remove PaymentItem.type (#794)

The `PaymentItem.type` has been "at risk" since Feb 21, 2018.  As we've not received additional interest from other implementers or merchants, the Chairs have requested that we prepare it from removal from V1 of the spec. 

A CFC will be started and hopefully we can get consensus for TPAC. 

The following tasks have been completed:

 * [x] Confirmed there are no ReSpec errors/warnings.
 * [ ] Modified Web platform tests (link)
 * [ ] Modified MDN Docs (link)

Implementation commitment:

 * [ ] Safari (link to issue)
 * [ ] Chrome (link to issue)
 * [ ] Firefox (link to issue)
 * [ ] Edge (public signal)

Optional, Impact on Payment Handler spec?
None.
