I'd agree with @adrianhopebailie - let's figure out how to address this in the card-network-ids work. For basic-card, the BIN issue is indeed a mess for the user agent. As one example, we don't want to ask for the billing address if the card is prepaid, but figuring out if the card is prepaid requires black magic and is not all that reliable.
