Re: [w3c/payment-handler] Drop PaymentInstrument in favor of MethodCapability (#302)

I'm not convinced that "MethodCapabilities" is the best name. Perhaps something along the lines of "PaymentChoices". What is being registered is a payment option for the user to select, with some filtering constraints, such as methods and capabilities, that the browser surfaces in some way.
