[w3c/payment-request] support of VAT (#699)

The payment options currently do not support "requestVAT" which is necessary in any B2B ecommerce context in Europe. A shop owner has to deliver products without tax if the ordering company as a valid VAT ID. To support B2B ecommerce, there should be an additional payment option to request this VAT ID
