[w3c/payment-handler] Get rid of normative requirements inside dictionary member definitions (#261)

Dictionary member definitions should be informative summaries for web developers. They are not part of the processing model and should never contain normative requirements ("must" etc.).

For example,

> When multiple image objects are available, a user agent MAY use the value to decide which icon is most suitable for a display context (and ignore any that are inappropriate). The parsing steps for the sizes member MUST follow the parsing steps for HTML link element sizes attribute. 

These steps need to be in a processing model for choosing an image, and not in the dictionary member definition.
