[w3c/payment-handler] PaymentInstruments internal storage could be clearer (#256)

In particular, I'd suggest having an associated [ordered map](https://infra.spec.whatwg.org/#maps), and having all the operations operate on that. Then imprecise language like "If the collection contains a PaymentInstrument with a matching instrumentKey" could become much clearer.
