Where did we end up on this? If I understand the proposal @michelle made, we would define a `payerAddress` construct in the Payment Request API that _can_ be used across all payment methods, but it would not always be _required_ (e.g., if the user presents a prepaid card). It seems there are enough use cases for this information that making it part of the core spec would be helpful.
