Re: [w3c/webpayments-crypto] restructured into steps performed by payment handler and merchant (#16)

We have migrated the content that was in 
 https://github.com/w3c/webpayments-crypto/blob/gh-pages/payment-encryption.md

to this specification and it has evolved a bit since last week:
 https://rawgit.com/w3c/webpayments-crypto/gh-pages/

Would you mind having a look and seeing which of the changes you made are still necessary for the draft? (Feel free to do a pull request against that draft.)

I had added a note to the top of payment-encryption.md to let readers know we had migrated the content and edited it into what looks more like a spec.

I apologize for any inconvenience and am happy to help get your suggestions into the new spec.
