[w3c/webpayments-methods-tokenization] Should there be an option to provide key (instead of keyProviderURL)? (#45)

Hi all,

In some contexts there may be sufficient trust between merchant and payment handler (e.g., they are controlled by the same entity) that it may be more convenient to pass a key directly, rather than a URL to a key provider. I would like to explore an option to pass a key rather than a URL to a key provider.
