Re: [w3c/payment-request] Modifiers and [[serializedModifierData]] not actually used anywhere. (#753)

@rsolomakhin, @zkoch, @adrianba, @rvm4, do you have a preference for:

 - Keeping support for supportedTypes
 - Keeping optional support for supportedTypes. Would it be confusing if some browsers showed
   more or fewer cards?
 - Dropping supportedTypes
 - Other?
