Re: [w3c/payment-request] A distinct invoice address should be supported (#550)

It's threaded through:

For this particular use case, we would need to specify something like @mnoorenberghe suggests in https://github.com/w3c/payment-request/issues/550#issuecomment-382917136 (add `.requestBillingAddress: true` to options). 

No changes to the the `PaymentAddress` sections would be needed.
