Re: [w3c/payment-handler] Consider explaining the connection with payment method manifests sooner (#269)

Hi all,
Here is my current understanding:
 - There is a dependency of PH API on PMM regarding filtering on capabilities;
    https://w3c.github.io/payment-handler/#filtering-of-payment-instruments
 - There is no dependency of PH API on PMM for just-in-time install. I believe that just-in-time install leverages both specifications, but there are no features of PH API explicitly for that capability.
