[w3c/payment-handler] retrieving the permission state (#234)

The spec talks about "retrieving the permission state", but that's vanished from the Permission spec. 

We want this instead:
https://w3c.github.io/permissions/#reading-current-states

And we want to send in the right environment settings object there.
