Re: [w3c/webpayments-payment-handler] Suggestion: replace `PaymentWallets` with a property on `PaymentInstrument` (#153)

-1 to removing the wallet concept. I have spoken to one vendor recently, for example, who indicated they thought that the wallet display option was very compelling as a feature. 

Let's figure out the right balance (after FPWD).
