Re: [w3c/browser-payment-api] "User accepts the payment request algorithm" needs to clarify where Payment Handlers are invoked (#476)

@mattsaxon, I'm still at a loss of what, exactly, the problem is. Having implemented this algorithm myself, I didn't encounter any issues with it. 

Can you maybe provide a code example of where you see a potential problem? Otherwise, I'm inclined to close this.
