Re: [w3c/browser-payment-api] Unclear what happens when multiple PRs call show() (#462)

Chrome's implementation currently limits one `.show()` call at a time per browser process. Because the payment process is interactive, this effectively sets a limit of one `.show()` call at a time per user.
