[w3c/browser-payment-api] Specify how to abort a payment request (#449)

This specifies how the user agent should act when the user aborts a payment request. It also allows the user agent to do so automatically if it wants, thus closing #448.

Some of the changes here are unrelated and just the result of running HTML Tidy or fixing a ReSpec error.
