So, to be clear, this looks like every matching registered payment handler will (be able to) get an event whenever a payment is made? So, like, if I'm paying with Basic Card, and I have twelve different payment handlers registered that can handle Basic Card, they're _all_ going to find out that I'm buying something instead of just the one that I use?

That seems like a _huge_ privacy violation. Seriously, you need to get buy-in from the Privacy Interest Group on this.

cc @dbaron -- IMHO, this is a showstopper for implementation in Firefox.
