Re: [w3c/payment-handler] Chore: Removed duplicate issue 173 (#195)

I believe it was due to a duplicate id. We had issue markup (intentionally) 
in two places in the document (such as):
  <p class="issue" title="Permission" data-number="10">...</p>

The validation error led to publication failure.
