@jakearchibald -- That's the problem statement, at least. As for requirements, the top-level, all-caps, blinking, red, bold, 96-point headline one is that -- for a variety of both business intelligence _and_ privacy reasons -- when a user is making a purchase, no payment app other than the one that user ultimately selects can know anything about the transaction, including knowing that a transaction has occurred.
