Re: [w3c/browser-payment-api] How are digital signatures supported for Payment Requests? (#291)

I'm sure people can debate to death how Merchant signatures should be introduced and formatted.  However, a bigger problem is how you create _scalable trust infrastructures_, because without such, Merchant signatures are merely "decoration" :-)
