Re: [w3c/webpayments-payment-apps-api] Payment app identifier to manifest filename mapping (#48)

I am closing this issue because:

 * We are no longer proposing any payment app manifest files.
 * Payment apps are identified by origin.
 * We are discussing how to manage "multiple things per origin" in issue #98 
 * We are discussing recommended payment apps in issue #74 

Therefore, the original question of this issue is now moot.
