Re: [w3c/payment-method-basic-card] Adding support for "encrypted basic card" (#38)

Hi all,
We long ago resolved not to add encryption to basic card. It's fine to have discussion about enhanced payment card payment methods (as we are doing in the tokenization task force) but the target should be "some new payment method."
