Re: [w3c/webpayments-methods-card] security and privacy considerations section seems insufficient (#31)

I think this space is very complicated, and I don't think this is the appropriate place to be discussing this complexity. The spec already points to PCI considerations, and that should be considered the authoritative source on how to handle credit cards properly.
