`dependentLocality` is `address-level3`. @evanstade introduced the `address-level*` naming convention, I believe. Sorting codes are used in France and related countries. See the [Wikipedia entry](https://en.wikipedia.org/wiki/Postal_codes_in_France#CEDEX). Our French working group members should be able to provide some good examples.
