Re: [w3c/browser-payment-api] should .show() be user gated? (#486)

Marcos, Zach and I spoke and we came to the counter-proposal that the .show() API will only render things if the tab has focus. We could not think of a valid use case for rendering the .show() UI without there being focus. So the proposal is to throw some sort of security exception if a tab/page without focus were to invoke .show().
