The Intro sets the expectation that "payee" will be used in the document. My concrete suggestion is that starting at section 4, there are 8 instances of the word "merchant" and that they be replaced by payee. Before that, it's more informative and for people getting into the document, "merchant" may help establish a picture of what the API does.
