Re: [w3c/webpayments-payment-apps-api] Payment app identifier to manifest filename mapping (#48)

As explained by Rouslan, I do not see there is a big problem for fixed manifest file name currently. 
It is simple and easy to deploy.  Is there any better way to do this?
