Re: [w3c/browser-payment-api] Add Guidance Text for User Consent (#229)

If this is intended to cover #228 and #229, I think it's a bit on the anemic side. As I mentioned during the meeting, I think [the treatment of privacy and consent in the mediacapture spec](https://w3c.github.io/mediacapture-main/getusermedia.html#privacy-and-security-considerations) is a good example of the level of detail and guidance for this kind of feature.
