Re: [w3c/browser-payment-api] Add Guidance Text for Incognito Mode (#230)

A PR, #238, was submitted for this but it was raised by the implementors that there is no standard wrt "private browsing" mode therefor we can't specify behavior in this mode.

The PR has been closed pending feedback from the @w3ctag on what is expected here.
