Re: [w3c/browser-payment-api] Introduce transaction_id and server callback (#292)

I see some good opportunities to coordinate with the HTTP API here. The text for payment status update/discovery/etc could be defined in the HTTP API and the browser payment API could say how to provide a callback URL in the JS API where that service could be taken advantage of.
