[w3c/webpayments-payment-apps-api] Add note to design considerations about ephemeral data for unregistered apps and step in invokation procedure (#65)

The idea is that for apps that do not need to be registered, recommended apps where the merchant provides the manifest info in the original request, that we can invoke them without consent or registering them with the user agent as new payment apps.
