Re: [w3c/webpayments-methods-card] Propose text about why the api can reduce need; without any recommendations (#16)

In general, +1. I have minor editorial suggestions:

* s/changes a couple of key factors/affects some key factors/
* Proposed shorter third paragraph: "Because Payment Request API enables local storage of card information, this reduces the friction that motivated merchant-side storage,  thus freeing merchants from the risk and liability associated with unauthorized access to stored information."
* s/Additionally, browsers can make use/Additionally, browsers and other payment apps can make use
