sounds good. two comments:

- using URIs as identifiers solves the name clashes problem, but not the 
"how to discover identifiers" problem.

- you might want to add something like: "Specifications establishing new 
Payment Methods and minting Payment Method Identifiers URIs should 
consider making useful information available at that URI, such as links 
to the specification and possible additional material."
