Re: [w3c/browser-payment-api] What is the format for payment method identifiers for distributed extensibility (#11)

The spec previously included a [section on identifier requirements](https://rawgit.com/w3c/browser-payment-api/8ac108df86b27c183793af172bc5d92dd2799524/specs/method-identifiers.html#requirements-for-identifiers).

*Requirements for identifiers*

_This section is non-normative._

There are a set of requirements that the payment method identifiers are designed to support:
  1. It must be possible for the Working Group to mint a payment method identifier for any payment method.
  2. It must be possible for anyone to mint a payment method identifier for a payment method under their control.
  3. It should be possible to use a standard short string to identify common payment methods.
  4. It must be possible for someone minting a non-standard identifier to make it globally unique in a cost-effective manner.
