Yes, the proposal was to move specs into individual repos. 

@deniak, I'm sorry we didn't keep you informed of our plans. 

We now have:
 https://github.com/w3c/webpayments-methods-credit-transfer-direct-debit

I don't believe we have a repo for the basic card spec yet as we are figuring
out how to manage payment method subclassing.

I suggest chairs and team contacts chat and get back to you, @deniak, on next steps.
