+1 to @mattsaxon ... As I've argued [elsewhere](https://github.com/w3c/browser-payment-api/issues/9#issuecomment-200900548), we probably want "data" to be more broadly scoped. It would also be better, in my view, to allow the consumption of payment request messages that may include these sorts of extensible options -- at any place in the message.
