Re: [browser-payment-api] Add a reference to issue #55. (#87)

I think this issue is valid but should rather be raised in the Basic Payment Card spec. I don't think the complexity of field-level encryption is justified in the API spec but could be defined as part of a payment method specification and that could be used as an example for other payment methods that also wish to use this feature.
