Migrating payment app registration from Web Payments WG repo: https://github.com/w3c/webpayments/issues/14

There are a variety of approaches that can be used to register payment instruments:

- Browser API call
- Installed by OS Platform (Android Pay, Apple Pay)
- Software installation (Chase Visa Card App)
