Re: [browser-payment-api] Suggest two alternative payment method identifier proposals (#34)

One of the problems with option 1 if we expect to dereference the URLs is that somebody has to provide (probably a huge amount of) bandwidth for hosting the base URL and operating a service that hosts (or redirects to) the content.
