Re: [w3c/browser-payment-api] an event to providing standards for push payment methods (#223)

I suggest that functionality that is needed for payment apps be specified in the payment app specification. We should map out the flow of this first in section 4 of the payment app spec,
then define any additional api requirements in detail further down.
