[w3c/webpayments-payment-apps-api] Need to specify behavior for Clients.openWindow (#73)

The spec currently raises an issue that a ServiceWorker should be able to open a window for the payment app webpage, so the user can interact with the payment app to complete the transaction. Let's write the spec language for this, so we can have interoperable implementations.
