Re: [w3c/browser-payment-api] Clarify that HTTPS is required to use the API (#232)

Looking back at the spec today I notice that in addition to the IDL annotation it already has this note:

> The `[SecureContext]` extended attribute means that the `PaymentRequest` is only exposed within a [secure context](https://w3c.github.io/browser-payment-api/#dfn-secure-context) and won't be accessible elsewhere.

…so I’m not sure what more could be added beyond that to make the restriction more clear.
