My understanding of ServiceWorkers is that they only interact with other contexts in the same origin. With payment apps we expect the browser to explicitly provide a bridge between these and to invoke a payment app from one origin even if the origin of the page invoking the payment request API is different. Looking at @adamroach 's proposal [1] though I think that we will not doing anythign that isn't already done using post message, ServiceWorkers and WebRTC.
