[w3c/browser-payment-api] Update security and privacy considerations sections (#170)

Add note about not sharing user information without consent. We will
need to refine this language.

This is based on @burdges [comment](https://github.com/w3c/browser-payment-api/pull/139#issuecomment-213584686) in PR #139.
