Thanks for the assessment of the current position @adrianhopebailie 
My main hope would be that there is scope for bodies independent of the WG/w3c to build an additional decentralized registry if they see enough reason and care enough to do so. This is why it is important, if the identifiers are to look like/be URLs, that de-referencing is optional.
