[w3c/browser-payment-api] Propose a payment method specification that includes an example of field level security (#141)

This action was inspired by the discussion on #55.

It would be useful if someone in the group proposed a payment method specification that illustrated how field level encryption or signing could be used in the payment method data. This may be in the form of an "Advanced Card Payment Specification" or an extension of some other scheme.
