agenda+ Starting work on Vision 2017 task force

Hi Web Payments IG,

During our September face-to-face meeting [1] I indicated that I want to revisit
the IG’s vision statement from 2015 [2] and potentially update it. I volunteered to
start a task force and have created a new wiki page for "Vision 2017”:
   https://www.w3.org/Payments/IG/wiki/Vision2017

I would like to discuss it at the 21 November call. (There is not much there yet.)
